Your list seems decent, the only problem im seeing is a consitency issue i would make these changes. - 1 Level Max - 2 Heatran - 4 Pokedex - 2 Raichu GL
+ 2 Rosan + 2 Bebe + 4 Call Energy + 1 Azelf La

It's doing quite well at the momment, it's beaten a Kingdra so im happy with that. The Raichu's to defend off kingdra.
