No, because you can't burn anything on the bench with attacks

Heatran Lv.X' Heat Metal says that burn cannot be removed by evolving, devolving and levelling up, this means that if they retreat, switch out burn will be removed.
Donezator is right, you can't burn an opponent's Pokemon when it is on the bench.
