As expected, the next Japanese TCG set will be based off the upcoming HeartGold and SoulSilver video games. We have learned that it will be named Heart Gold Collection and Soul Silver Collection. The set will be released in Japan on October 9th. Thanks go to Bangiras for assisting with this story!
As with the first Diamond and Pearl set in Japan, the set is divided into two mini-sets; the first is named Heart Gold Collection and the second is named Soul Silver Collection. The mini-sets will probably contain many of the same cards, but with a few exclusive Pokemon in each set coinciding with the exclusives from the DS games (such as Gligar only in Heart Gold Collection, Skarmory only in Soul Silver Collection, etc.) A "Random Basic Pack" containing a mix of cards from both mini-sets is also being released at the same time for 1400 yen. This pack will essentially function as a starter deck, meaning there is no preconstructed deck for this set.
A new Japanese set block is also starting with this set, like EX, Diamond and Pearl, and Platinum before it. The set block will be called "LEGEND." Thus, the full name of the next Japanese set is Pokemon Card Game LEGEND: Heart Gold Collection and Soul Silver Collection. When the set comes out in America next year, both mini-sets will be combined together to form our set and it will probably just be named HeartGold and SoulSilver.
