Pokemon Releasing deliberate counters to good cards?

Looking through some of the cards released in recent sets, I think that Pokemon is deliberatly trying to counter some decks to 'weed' them out of the format. Here are some examples:

Turtwig Gl >>>> Kingdra
Infernape 4 >>>>> Dialga G
Luxray GL >>>>> Palkia G/Kingdra
Toxicroak G >>>>>> Machamp etc etc...

I'm certain taht there are many more examples like this of cards being released to counter other cards. I don't see why, really. Having more decks in the format only spices it up a little, right? However, this can work both ways. It could make players think more about their decks and adding possible techs, rather than just 'Netdecking' others decks as their own...

Although this is true it may be unintentional as the cards come out in Japan first. When they are translated errors are made that aren't always noticed meaning something that is considered an average card over there may be an astonishing one over here and vise versa.

This is another thing you see. If they can use our cards English cards (Which woud be foreign tp them), which do slightly different things to there cards can't they potentially be getting 2 versions of every card??
